PGWP Rules Frozen for 2026: What This Means for International Students

If you’re planning to study in Canada with an eye toward a Post-Graduation Work Permit, here’s some welcome stability: IRCC has confirmed that no fields of study will be added or removed from the PGWP-eligible list for the remainder of 2026. After a major overhaul in 2025 that added 119 new eligible fields and removed 178 others, this freeze gives prospective students far more certainty when choosing a program.

Here’s what’s staying the same, and what still matters for your planning:

Degree graduates remain exempt from the field-of-study restriction entirely. If you’re completing a bachelor’s, master’s, or doctoral degree at a Canadian university, your PGWP eligibility isn’t affected by which field you study in — this rule hasn’t changed.

Non-degree program students still need to check the CIP code list. If you’re enrolled in a college diploma or non-degree program, your program’s six-digit Classification of Instructional Program (CIP) code must appear on IRCC’s eligible list at the correct point in your application — either when you applied for your study permit, or when you apply for the PGWP itself, depending on your situation.

Master’s graduates still benefit from the longer PGWP. The rule allowing most master’s program graduates to receive a 3-year work permit remains unchanged and continues to be one of the strongest advantages for graduate students choosing Canada.

Language requirements still apply. Degree graduates need CLB/NCLC level 7; non-degree graduates need level 5 — this applies to anyone who applied for their PGWP on or after November 1, 2024.
